Pemberlakuan PHB diatur dalam Peraturan Wali Kota (Perwako) Nomor 104 Tahun 2020 tentang Pedoman Perilaku Hidup Baru Masyarakat yang Produktif dalam Pencegahan Penyebaran Corona Virus Disease 2019 (Covid-19).<\/p>\n<p>Wali Kota Pekanbaru Firdaus mengatakan di dalam PHB Pemerintah Kota Pekanbaru memberi kelonggaran bagi pelaku usaha untuk beroperasi. Namun dengan catatan harus menerapkan protokol kesehatan Covid.<\/p>\n<p>&#8220;Kita berikan izin untuk membuka usaha, dengan jaminan mampu melaksanakan protokol kesehatan Covid. Ini untuk melindungi masyarakat kita agar terhindar dari penularan. Ia mengungkap, masih ada yang belum menerapkan protokol kesehatan. Dengan cara memberi jarak antara orang dan orang lainnya.<\/p>\n<p>&#8220;Mulai besok ini secara tegas, bagi mereka yang tidak mau, atau yang tidak mampu menerapkan protokol kesehatan sanksi administrasi itu bisa tegas, tutup usahanya. Jika dibiarkan tempat itu nanti bisa jadi tempat membunuh. Dari pada korban ada, maka usaha harus tutup,&#8221; tegasnya.<\/p>\n<p>Ia mengimbau, semua pelaku usaha harus mengikuti peraturan yang ada. &#8220;Saya menghimbau masyarakat khususnya dunia usaha, sektor apa pun baik informal maupun ekonomi kerakyatan, dan juga penanaman modal.
