{"id":90386,"date":"2020-05-16T16:49:51","date_gmt":"2020-05-16T09:49:51","guid":{"rendered":"http:\/\/nawacita.co\/?p=90386"},"modified":"2020-05-16T16:49:51","modified_gmt":"2020-05-16T09:49:51","slug":"kontradiksi-eskalasi-defisit-anggaran-vs-insentif-fiskal-di-perppu-nomor-1-tahun-2020-untuk-siapa-2","status":"publish","type":"post","link":"https:\/\/nawacita.co\/index.php\/2020\/05\/16\/kontradiksi-eskalasi-defisit-anggaran-vs-insentif-fiskal-di-perppu-nomor-1-tahun-2020-untuk-siapa-2\/","title":{"rendered":"Kontradiksi Eskalasi Defisit Anggaran vs Insentif Fiskal di Perppu Nomor 1 tahun 2020: Untuk Siapa?"},"content":{"rendered":"<p><em>\u201cAjib Hamdani &#8211; Ketua Bidang Keuangan dan Perbankan BPP Hipmi\u201d<\/em><\/p>\n<p><b>Nawacita<\/b> &#8211; Pada Selasa 12 Mei 2020, DPR RI mengesahkan Perppu Nomor 1 Tahun 2020 tentang Kebijakan Keuangan dan Stabilitas Sistem Keuangan untuk Penanganan Covid19 menjadi undang-undang.<\/p>\n<p>Ada salah satu point yang <b>menjadi kontradiksi,<\/b>\u00a0yang perlu kita cermati, kita telaah, dan kita kritisi dengan proporsional.<\/p>\n<p>Pemerintah mempunyai <b>kewenangan penuh<\/b>\u00a0atas APBN periode Tahun Anggaran 2020, 2021 dan 2022 dalam membuat batasan <b>defisit anggaran melebihi 3%.<\/b><br \/>\nPositifnya adalah, pemerintah mempunyai <b>ruang gerak<\/b>\u00a0luar biasa untuk mendesain APBN yang cocok dengan program-program pemerintah dengan struktur defisit, tanpa sepersetujuan DPR. Fungsi _budgeting_ DPR ternihilkan, sehingga tidak memerlukan penanganan khusus atas potensi manuver politik DPR RI.<\/p>\n<p>Menariknya, dalam aturan yang sama, dalam Perppu tersebut, pemerintah justru membuat <strong>kebijakan insentif fiskal<\/strong>, yang sebenarnya sudah termuat dalam _draft_ RUU Omnibus Law Perpajakan. Insentif pajak berupa <b>penurunan tarif Pajak Penghasilan<\/b>\u00a0wajib pajak badan diturunkan dalam tempo 3 tahun ker depan. Tahun 2020 dan 2021 turun menjadi 22%, serta tahun 2022 menjadi 20%, dari semula 25%.<br \/>\nDengan penerimaan PPh Badan tahun 2019 sebesar 256 Triliun, penurunan tarif ini akan <b>mengoreksi penerimaan<\/b>\u00a0sekitar minus 30 triliun, dengan asumsi _size_ ekonominya sama.<br \/>\nKonstraksi lebih dalam akan terjadi lagi di periode 2022.<\/p>\n<p>Disinilah kontradiksi yang terlihat:<\/p>\n<p><b>ruang defisit ditambah, tapi ruang fiskal justru dipersempit.<\/b><\/p>\n<p>Betul satu sisi, bahwa insentif fiskal ini memberikan ruang <b>likuiditas\u00a0<\/b>agar sektor usaha berjalan dengan baik dan yang lebih positif untuk Indonesia .<br \/>\nTapi, siapa yang mendapat manfaat ini, dan berapa banyak _impact_ nya buat masyarakat luas?<\/p>\n<p>Selama 3 tahun ke depan, kita akan melihat, merasakan, dan bisa menghayati, desain APBN apakah akan bermanfaat buat <b>masyarakat luas,buat bangsa<\/b>, atau buat <b>kalanpgan elit.<\/b><\/p>\n<p>Ajib-Hipmi<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u201cAjib Hamdani &#8211; Ketua Bidang Keuangan dan Perbankan BPP Hipmi\u201d Nawacita &#8211; Pada Selasa 12 Mei 2020, DPR RI mengesahkan Perppu Nomor 1 Tahun 2020 tentang Kebijakan Keuangan dan Stabilitas Sistem Keuangan untuk Penanganan Covid19 menjadi undang-undang.
