Pemerintah mempunyai kewenangan penuh atas APBN periode Tahun Anggaran 2020, 2021 dan 2022 dalam membuat batasan defisit anggaran melebihi 3%.<\/p>\n<p>Positifnya adalah, pemerintah mempunyai ruang gerak luar biasa untuk mendesain APBN yang cocok dengan program-program pemerintah dengan struktur defisit, tanpa sepersetujuan DPR. Fungsi budgeting DPR ternihilkan, sehingga tidak memerlukan penanganan khusus atas potensi manuver politik DPR RI.<\/p>\n<p><strong>Baca Juga: <a href=\"https:\/\/nawacita.co\/index.php\/2020\/05\/16\/wartawan-di-aceh-timur-salurkan-bantuan-untuk-fakir-miskin\/\">Wartawan di Aceh Timur Salurkan Bantuan untuk Fakir Miskin<\/a><\/strong><\/p>\n<p>Menariknya, dalam aturan yang sama, dalam Perppu tersebut, pemerintah justru membuat kebijakan insentif fiskal, yang sebenarnya sudah termuat dalam draft RUU Omnibus Law Perpajakan. Insentif pajak berupa penurunan tarif Pajak Penghasilan wajib pajak badan diturunkan dalam tempo 3 tahun ke depan.
