Padahal, pemerintah menargetkan penyaluran mandatori B20 yang berlaku sejak 1 September 2018 bisa berjalan sepenuhnya pada awal 2019.<\/p>\n\n\n\n<p>&#8220;Di catatan kami, per 7 Februari 2019, (penyaluran B20) 92 persen (dari target). Per akhir Januari 89 persen,&#8221; ujar Direktur Jenderal Energi Baru Terbarukan dan Konservasi Energi (EBTKE) Kementerian ESDM&nbsp;Rida Mulyana usai menghadiri rapat koordinasi di Kantor Kementerian Koordinator Bidang Perekonomian, Kamis (7\/2).<\/p>\n\n\n\n<p>Rida mengungkapkan salah satu penyebab belum optimalnya penyaluran B20 adalah penyediaan kapal penampungan terapung (<em>floating storage<\/em>) yang belum rampung. Rencananya,&nbsp;<em>floating storage<\/em>&nbsp;akan disediakan di Balikpapan dan Tuban sebagai tempat penyimpanan B20 ke daerah-daerah industri.&nbsp;<\/p>\n\n\n\n<p>Penyediaan&nbsp;<em>floating storage<\/em>&nbsp;itu biayanya ditanggung oleh produsen Bahan Bakar Nabati (BBN), penyalur Bahan Bakar Minyak (BBM), dan Badan Pengelola Dana Perkebunan (BPDP) Kelapa Sawit.&nbsp;<\/p>\n\n\n\n<p>Namun, penyediaan&nbsp;<em>floating storage<\/em>&nbsp;di Tuban yang menjadi hub penyalur B20 di wilayah Jawa Timur dan sekitarnya masih belum berjalan. Pasalnya, kondisi perairan yang tidak memungkinkan.<\/p>\n\n\n\n<p>&#8220;Ternyata, di situ (Tuban) daerah ranjau,&#8221; ujarnya.<\/p>\n\n\n\n<p>Guna mengatasi hal itu, pemerintah akan kembali menggelar rapat koordinasi pada pekan depan untuk membahas kelanjutan dari penyediaan&nbsp;<em>floating storage<\/em>&nbsp;di Tuban, termasuk survei lokasi dan biaya yang dibutuhkan.<\/p>\n\n\n\n<p>Selain itu, lanjut Rida, belum optimalnya penyaluran B20 juga karena penyesuaian titik serah penyaluran BBN pencampur B20 fatty acid methyl esters (fame) ke PT Pertamina (Persero) dari 112 titik menjadi 29 titik yang memerlukan waktu. Sebagai catatan, penyederhanaan titik serah mulai berlaku pada awal Januari 2019.<\/p>\n\n\n\n<p>Secara terpisah, Ketua Harian Aprobi Paulus Tjakrawan menambahkan belum optimalnya penyaluran B20 juga disebabkan oleh buruknya kondisi cuaca di laut. Hal itu menyebabkan kapal tidak bisa berlayar selama beberapa waktu.<\/p>\n\n\n\n<p>&#8220;Kalau nanti cuaca membaik saya percaya bahwa ini (penyaluran B20) akan naik mendekati 100 persen,&#8221; ujarnya.<\/p>\n\n\n\n<p>Lebih lanjut, pergantian pemasok fame ke badan usaha penyalur BBM di awal tahun juga mempengaruhi pasokan B20. Pasalnya, penyediaan fame ke satu titik serah membutuhkan waktu.&nbsp;<\/p>\n\n\n\n<p>&#8220;Harapan saya bulan-bulan ini bisa 100 persen (penyaluran B20),&#8221; ujarnya.<\/p>\n\n\n\n<p>Sebagai informasi, pemerintah menargetkan alokasi fame sebagai biodiesel pada 2019 mencapai 6,2 juta kiloliter (kl).
