Hal itu disampaikan merespons kebijakan Bank Indonesia yang membebaskan\u00a0uang muka\u00a0(<em>Down Payment<\/em>\/DP)\u00a0Kredit Pemilikan Rumah (KPR).<\/p>\n<p>Pasalnya, Ketua Dewan Komisioner OJK Wimboh Santoso mengatakan kebijakan DP nol rupiah untuk KPR hanya berlaku untuk pembelian rumah pertama. Lagipula, saat ini pertumbuhan penyaluran kredit bank tidak terlalu tinggi.<\/p>\n<p>Data OJK per Mei 2018 mencatat pertumbuhan kredit bank nasional mencapai 10,26 persen secara tahunan atau naik dari bulan sebelumnya 8,94 persen.<\/p>\n<p>&#8220;Ini kalau dibandingkan dulu, belum tinggi. Pertumbuhan kredit dulu pernah sampai di atas 20 persen. Jadi, tidak akan ada bubble,&#8221; katanya, akhir pekan lalu.<\/p>\n<p>Selain itu, ia bilang potensi bubble akan diminimalisir dengan pertumbuhan ekonomi yang lebih tinggi. Dengan begitu, kemampuan membeli rumah masyarakat memang sebanding dan mendapat jaminan dari ekonomi yang meningkat.<\/p>\n<p>Ekonomi yang tumbuh lebih baik itu, lanjut Wimboh, juga menjadi jaminan bahwa NPL tidak akan membengkak. Apalagi, perbankan dinilai cukup handal mengatasi kredit macet.<\/p>\n<p>Hal ini terlihat dari kemampuan bank memulihkan NPL yang sempat membengkak hingga menyentuh tiga persen pada tahun lalu. Sedangkan per Mei 2018, NPL bank menyusut menjadi 2,79 persen.<\/p>\n<p>&#8220;Nanti akan terus kami\u00a0<em>manage<\/em>\u00a0(atur), yang jelas dalam kondisi sekarang, kami ingin permudah semuanya dulu,&#8221; ucapnya.<\/p>\n<p>Wimboh mengaku belum mendapat gambaran berapa DP yang nantinya akan ramai di pasaran, apakah benar-benar sampai nol persen atau masih dipungut DP beberapa persen.<\/p>\n<p>&#8220;Yang penting dilonggarkan dulu, nanti dihitung sampai berapa persennya,&#8221; imbuh dia.<\/p>\n<p>Ke depan, katanya, OJK dan BI akan kembali memberikan kebijakan-kebijakan yang bisa menstimulus sektor lain, selain perumahan.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>&#8220;Nanti kami beri stimulus ke berbagai sektor, akan kami lakukan untuk mempermudah. Prioritasnya, yang bisa mendorong ekspor dan pariwisata,&#8221; jelasnya.<\/p>\n<p>Senada dengan OJK, Ketua Dewan Komisioner Lembaga Penjamin Simpanan (LPS) Halim Alamsyah melihat kebijakan BI tak akan membuat NPL membengkak, sehingga bubble mengancam. Toh, peningkatan harga tanah dan rumah saat ini boleh dibilang stabil.<\/p>\n<p>Hal ini berbeda ketika rasio pinjaman terhadap nilai agunan (<em>Loan to Value<\/em>\/LTV) pertama kali diterapkan pada 2012 silam. Pada saat itu, ia bilang harga rumah meningkat tajam, sehingga BI mengeluarkan kebijakan yang membatasi LTV agar mengerem pembelian dan harga rumah.<\/p>\n<p>&#8220;Sebetulnya, bukan masalah NPL yang dikhawatirkan BI pada saat pertama kali menerapkan LTV, itu lebih karena\u00a0<em>bubble<\/em>-nya. Tapi sekarang tidak lagi.
