{"id":278204,"date":"2026-04-02T17:46:05","date_gmt":"2026-04-02T10:46:05","guid":{"rendered":"https:\/\/nawacita.co\/?p=278204"},"modified":"2026-04-02T17:46:05","modified_gmt":"2026-04-02T10:46:05","slug":"menteri-panrb-terbitkan-ketentuan-transformasi-budaya-kerja-asn","status":"publish","type":"post","link":"https:\/\/nawacita.co\/index.php\/2026\/04\/02\/menteri-panrb-terbitkan-ketentuan-transformasi-budaya-kerja-asn\/","title":{"rendered":"Menteri PANRB Terbitkan Ketentuan Transformasi Budaya Kerja ASN"},"content":{"rendered":"<h1>Menteri PANRB Terbitkan Ketentuan Transformasi Budaya Kerja ASN<\/h1>\n<p><strong>JAKARTA, <a href=\"https:\/\/nawacita.co\/\">Nawacita<\/a><\/strong> &#8211; Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB) menerbitkan <a href=\"https:\/\/jdih.menpan.go.id\/dokumen-hukum\/surat-edaran-menteri-pendayagunaan-aparatur-negara-dan-reformasi-birokrasi-nomor-3-tahun-2026-tentan-2089\">Surat Edaran Nomor 3 Tahun 2026 tentang Pelaksanaan Tugas Kedinasan Bagi Pegawai Aparatur Sipil Negara di Instansi Pemerintah dalam rangka Mendukung Percepatan Transformasi Tata Kelola Penyelenggaraan Pemerintahan<\/a>, yang mulai berlaku efektif pada 1 April 2026.<\/p>\n<p>Penyesuaian pelaksanaan tugas kedinasan bagi aparatur sipil negara (ASN) yang tertuang dalam surat edaran (SE) ini merupakan langkah konkret dalam mengimplementasikan transformasi tata kelola penyelenggaraan pemerintahan yang lebih efisien, adaptif, dan berbasis kinerja.<\/p>\n<p>\u201cMelalui kebijakan ini, kami mendorong pelaksanaan tugas kedinasan yang lebih efisien, efektif, adaptif, dan berbasis digital, sehingga dapat meningkatkan produktivitas ASN dan kualitas pelayanan publik secara berkelanjutan,\u201d ujar Menteri PANRB Rini Widyantini dalam pernyataan tertulisnya, Rabu (01\/04\/2026).<\/p>\n<p>Menteri PANRB menambahkan, SE ini menjadi panduan bagi instansi pemerintah dalam mengatur pelaksanaan tugas kedinasan ASN secara lebih fleksibel dengan tetap mengedepankan kinerja organisasi.<\/p>\n<p><strong>Baca Juga:\u00a0<a href=\"https:\/\/nawacita.co\/index.php\/2026\/01\/23\/gubernur-jabar-siap-terbitkan-surat-edaran-baru-perizinan-perumahan-februari-2026\/\">Gubernur Jabar Siap Terbitkan Surat Edaran Baru Perizinan Perumahan Februari 2026<\/a><\/strong><\/p>\n<p>Sesuai ketentuan SE, penyesuaian pola kerja ASN dilakukan melalui kombinasi fleksibilitas lokasi kerja, yaitu empat hari kerja di kantor (<em>work from offic<\/em>e\/WFO) pada Senin hingga Kamis dan satu hari kerja dari rumah\/tempat tinggal yang menjadi lokasi domisili ASN (<em>work from home<\/em>\u00a0(WFH) pada hari Jumat.<\/p>\n<p>Rini menegaskan, kebijakan ini tidak mengubah ketentuan hari kerja dan jam kerja ASN, melainkan penyesuaian cara kerja yang tetap berorientasi pada capaian kinerja.<\/p>\n<p>\u201cFleksibilitas kerja harus tetap sejalan dengan pencapaian target kinerja. Fokus utama tetap pada\u00a0<em>output<\/em>\u00a0dan\u00a0<em>outcome<\/em>, bukan pada lokasi bekerja,\u201d ujarnya.<\/p>\n<p>Di dalam SE ditegaskan, pejabat pembina kepegawaian (PPK)\/pimpinan instansi pemerintah di masing-masing instansi diberikan kewenangan untuk mengatur proporsi pegawai dan mekanisme pelaksanaan tugas kedinasan sesuai dengan karakteristik tugas dan layanan.<\/p>\n<p>&#8220;Pejabat pembina kepegawaian\/pimpinan instansi pemerintah mengatur proporsi jumlah pegawai ASN dan mekanisme teknis penyesuaian pelaksanaan tugas kedinasan di lingkungan instansi masing-masing dengan mempertimbangkan karakteristik tugas kedinasan dan jenis layanan pemerintah serta pencapaian kinerja individu, unit kerja, dan organisasi,&#8221; disebutkan dalam SE.<\/p>\n<p>Menteri PANRB menekankan, penyesuaian ini tidak boleh mengganggu penyelenggaraan pemerintahan dan kualitas pelayanan publik. Oleh karena itu, instansi wajib memastikan layanan esensial tetap tersedia dan dapat diakses oleh masyarakat.<\/p>\n<p>\u201cLayanan kesehatan, keamanan, kebersihan, kependudukan, serta layanan kedaruratan harus tetap berjalan optimal, termasuk dengan memastikan layanan yang ramah bagi kelompok rentan,\u201d ujarnya.<\/p>\n<p>Selain pengaturan pola kerja, pemerintah juga mendorong langkah-langkah efisiensi dalam operasional instansi, antara lain melalui pembatasan perjalanan dinas, optimalisasi rapat daring, pengurangan penggunaan kendaraan dinas, serta penggunaan energi perkantoran secara lebih bijak.<\/p>\n<p>Penerapan teknologi digital dan sistem informasi juga menjadi kunci dalam mendukung efektivitas pelaksanaan kebijakan ini, termasuk dalam aspek kehadiran dan pelaporan kinerja ASN.<\/p>\n<p>\u201cUntuk memastikan implementasinya berjalan optimal, setiap instansi diwajibkan melakukan pemantauan dan evaluasi secara berkala terhadap capaian kinerja organisasi, efisiensi energi, serta kualitas pelayanan publik,\u201d ujar Menteri PANRB.<\/p>\n<p>Hasil evaluasi tersebut, kata Rini, wajib disampaikan kepada Menteri PANRB, dan bagi pemerintah daerah juga kepada Menteri Dalam Negeri (Mendagri), paling lambat pada tanggal 4 setiap bulan berikutnya.<\/p>\n<p>Panduan teknis lebih lanjut bagi ASN di lingkungan pemerintah daerah akan ditetapkan oleh Mendagri guna memastikan keselarasan pelaksanaan kebijakan di tingkat pusat dan daerah.<\/p>\n<p>Menutup pernyataannya, Menteri PANRB memastikan bahwa kanal pengaduan publik tetap terbuka sebagai bentuk partisipasi masyarakat dalam menjaga kualitas layanan.<\/p>\n<p>\u201cMelalui kebijakan ini, kami memastikan bahwa transformasi tata kelola pemerintahan tidak hanya menjadi konsep, tetapi terimplementasi secara nyata dalam pola kerja ASN sehari-hari,\u201d pungkasnya.\u00a0<strong>(KemenPANRB)<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Menteri PANRB Terbitkan Ketentuan Transformasi Budaya Kerja ASN JAKARTA, Nawacita &#8211; Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB) menerbitkan Surat Edaran Nomor 3 Tahun 2026 tentang Pelaksanaan Tugas Kedinasan Bagi Pegawai Aparatur Sipil Negara di Instansi Pemerintah dalam rangka Mendukung Percepatan Transformasi Tata Kelola Penyelenggaraan Pemerintahan, yang mulai berlaku efektif pada 1 April 2026.
