Regulasi yang dibahas hampir satu tahun itu dinyatakan tuntas pada Senin, 2 Februari 2026.<\/p>\n<p>Ketua Pansus Hunian Layak DPRD Surabaya, Muhammad Saifuddin, mengatakan lamanya proses pembahasan disebabkan kompleksitas materi yang menyangkut langsung hak dasar masyarakat atas hunian yang layak. Bahkan, dalam pembahasannya, satu pasal bisa didiskusikan selama tiga hingga empat jam.<\/p>\n<p>\u201cIni bukan pembahasan yang bisa diselesaikan secara cepat karena menyangkut kehidupan warga Kota Surabaya,\u201d ujarnya, Selasa (3\/2).<\/p>\n<p>Salah satu poin krusial dalam Raperda Hunian Layak adalah pengaturan baru bagi penghuni rumah susun sederhana sewa (rusunawa). Ke depan, penghuni rusunawa diwajibkan memiliki KTP sesuai lokasi rusunawa tempat tinggalnya. Ketentuan tersebut belum diatur dalam Perda Rusun sebelumnya.<\/p>\n<p><strong>Baca Juga:\u00a0<a href=\"https:\/\/nawacita.co\/index.php\/2026\/02\/02\/dprd-dan-pemkot-surabaya-kunci-revisi-perda-pengelolaan-aset-daerah\/\">DPRD dan Pemkot Surabaya Kunci Revisi Perda Pengelolaan Aset Daerah<\/a><\/strong><\/p>\n<p>Selain itu, masa tinggal di rusunawa dibatasi maksimal 12 tahun. Kebijakan ini diambil untuk mengurai antrean calon penghuni rusunawa yang saat ini mencapai lebih dari 10.000 pendaftar.<\/p>\n<p>Raperda ini juga menyoroti persoalan administrasi kependudukan. Dalam satu rumah tinggal, maksimal hanya diperbolehkan tiga kartu keluarga (KK). Untuk mengakomodasi kondisi tersebut, rumah kos diperbolehkan menjadi alamat domisili, dengan syarat pemilik kos membuat surat pernyataan tidak keberatan.<\/p>\n<p>Regulasi ini sekaligus mempertegas perbedaan antara rumah kos dan kos-kosan. Rumah kos diperbolehkan berada di kawasan perumahan atau perkampungan dengan ketentuan maksimal lima kamar dan 10 penghuni, serta tidak boleh bercampur antara laki-laki dan perempuan.<\/p>\n<p>Sementara itu, kos-kosan diperuntukkan bagi penghuni berkeluarga. Jenis hunian ini tidak diperbolehkan berada di perkampungan atau perumahan, melainkan harus berada di jalan raya dengan ketinggian maksimal tiga lantai.<\/p>\n<p>Kos-kosan lama yang saat ini berdiri di kawasan perkampungan atau perumahan wajib menyesuaikan diri setelah Raperda ini disahkan menjadi Peraturan Daerah (Perda).<\/p>\n<p>Terkait sanksi, Saifuddin menjelaskan bahwa Perda Hunian Layak hanya mengatur larangan dan ketentuan umum. Mekanisme sanksi administratif hingga teknis pelaksanaan, termasuk penertiban bangunan, akan diatur lebih lanjut melalui Peraturan Wali Kota (Perwali) sebagai aturan turunan.<\/p>\n<p>\u201cDetail teknisnya nanti akan diatur dalam Perwali,\u201d jelasnya.<\/p>\n<p>Pansus menegaskan bahwa molornya penyelesaian Raperda bukan karena unsur kesengajaan, melainkan karena kompleksitas pembahasan yang menyangkut kelayakan hidup warga Surabaya.
