{"id":243358,"date":"2025-03-21T18:52:31","date_gmt":"2025-03-21T11:52:31","guid":{"rendered":"https:\/\/nawacita.co\/?p=243358"},"modified":"2025-03-21T18:52:31","modified_gmt":"2025-03-21T11:52:31","slug":"dprd-surabaya-susun-regulasi-hunian-layak-pengembang-diminta-berkontribusi","status":"publish","type":"post","link":"https:\/\/nawacita.co\/index.php\/2025\/03\/21\/dprd-surabaya-susun-regulasi-hunian-layak-pengembang-diminta-berkontribusi\/","title":{"rendered":"DPRD Surabaya Susun Regulasi Hunian Layak, Pengembang Diminta Berkontribusi"},"content":{"rendered":"<p><a href=\"http:\/\/Nawacita.co\"><strong>Surabaya, Nawacita<\/strong><\/a>\u2013 Komisi A DPRD Surabaya menggelar rapat dengar pendapat terkait Panitia Khusus (Pansus) Rancangan Peraturan Daerah (Raperda) tentang Hunian Layak, Jumat (21\/3\/2025).<\/p>\n<p>Rapat yang dipimpin oleh Ketua Pansus, Saifudin ini dihadiri oleh perwakilan Badan Pendapatan Daerah (Bapenda), Dinas Perumahan Rakyat dan Kawasan Permukiman (DPRKPR), Dinas Sumber Daya Air dan Bina Marga, serta Bagian Hukum dan Kerjasama Pemerintah Kota Surabaya.<\/p>\n<p>Dalam diskusi tersebut, Wakil Direktur III Bidang Riset dan Pengaduan Masyarakat Universitas Airlangga, Prof. Dr. Suparto Wijoyo, mengapresiasi inisiatif Raperda ini sebagai langkah maju dalam demokratisasi regulasi hunian di Surabaya.<\/p>\n<p>Menurutnya, aturan ini menjadi upaya konkret untuk memastikan masyarakat berpenghasilan rendah (MBR) tidak kehilangan akses terhadap hunian yang layak.<\/p>\n<p>&#8220;Ini adalah langkah populis yang tidak hanya berpihak pada MBR, tetapi juga mengusung konsep ekologi yang sejalan dengan visi Surabaya sebagai green city dan smart city,&#8221; kata Prof. Suparto.<\/p>\n<p>Ia juga menegaskan bahwa pengembang properti harus berperan aktif dalam penyediaan hunian layak.<\/p>\n<p><strong>Baca Juga:\u00a0<a href=\"https:\/\/nawacita.co\/index.php\/2025\/02\/04\/dprd-surabaya-setujui-pembahasan-raperda-di-tingkat-pansus-2\/\">DPRD Surabaya Setujui Pembahasan Raperda di Tingkat Pansus<\/a><\/strong><\/p>\n<p>&#8220;Pengembang yang mendapat keuntungan dari kota ini harus berkontribusi. Mereka bisa membangun rumah susun sederhana milik (Rusunami) atau rumah susun sewa (Rusunawa) tanpa membebani Anggaran Pendapatan dan Belanja Daerah (APBD),&#8221; jelas Prof. Suparto.<\/p>\n<p>Ketua Pansus Saifudin menekankan bahwa hak atas hunian layak bukan sekadar komoditas, tetapi kewajiban yang dijamin oleh konstitusi.<\/p>\n<p>Ia menyoroti bahwa pada 2025, Anggaran Pendapatan dan Belanja Negara (APBN) tidak mengalokasikan dana untuk pembangunan Rusunawa. Oleh karena itu, Raperda ini mengusulkan skema kerja sama dengan pengembang dan korporasi.<\/p>\n<p>&#8220;Di dalam Raperda ini, kita atur berapa persen kewajiban pengembang untuk membangun Rusunami dan Rusunawa. Selain itu, ada tanggung jawab bagi mereka untuk membiayai program Rumah Tidak Layak Huni (Ruti Lahu). Dengan begitu, kesenjangan sosial dapat dikurangi,&#8221; jelasnya.<\/p>\n<p>Melalui Raperda ini, DPRD Surabaya berharap tidak ada lagi warga yang tinggal dalam kondisi tidak layak. Model kebijakan ini diharapkan menjadi identitas khas Surabaya, di mana pembangunan tidak hanya menguntungkan segelintir pihak, tetapi juga meningkatkan kesejahteraan masyarakat secara keseluruhan.<\/p>\n<p>Selain itu, Raperda ini juga mengusung konsep kota berkelanjutan dengan memperhatikan aspek lingkungan dan partisipasi publik.
