{"id":130849,"date":"2022-04-07T09:58:04","date_gmt":"2022-04-07T02:58:04","guid":{"rendered":"https:\/\/nawacita.co\/?p=130849"},"modified":"2022-04-07T09:58:04","modified_gmt":"2022-04-07T02:58:04","slug":"gelar-fgd-pasee-energy-migas-di-aceh-utara-optimalkan-realisasi-pi-10","status":"publish","type":"post","link":"https:\/\/nawacita.co\/index.php\/2022\/04\/07\/gelar-fgd-pasee-energy-migas-di-aceh-utara-optimalkan-realisasi-pi-10\/","title":{"rendered":"Gelar FGD Pasee Energy Migas di Aceh Utara Optimalkan Realisasi PI 10%"},"content":{"rendered":"<p><strong>Banda Aceh, Nawacita<\/strong> | PT Pase Energi Migas (PEM) menggelar Focus Group Discussion (FGD) bertajuk \u201cTantangan dan Peluang Participating Interest (PI) 10% Wilayah Kerja B, Kabupaten Aceh Utara,\u201d di Hotel Kriyad, Banda Aceh, Rabu pada (6\/4\/2022).<\/p>\n<p>Direktur Utama PEM, Azman Hasballah, menyampaikan FGD ini dilakukan dalam rangka percepatan pengalihan PI 10% bagi daerah.<\/p>\n<p>Sebagaimana PEM sebelumnya ditunjuk oleh Gubernur Aceh menjadi pengelola dan penerima PI 10% Wilayah Kerja (WK) B melalui surat Nomor 542\/15275, tertanggal 8 September 2021.<\/p>\n<p>PEM kemudian mendelegasikan anak perusahaannya yang merupakan Perusahaan Perseroan Daerah (PPD) PT Pase Energi NSB (PE NSB) sebagai pengelola PI 10%.<\/p>\n<p>Azman mengungkapkan, PEM maupun anak perusahaannya sudah 3 kali mengajukan proses uji tuntas dan akses data kepada Kontraktor Kontrak Kerja Sama (KKKS). Namun, hingga saat ini belum mandapatkan tanggapan.<\/p>\n<p>\u201cBerdasarkan permen ESDM 37\/2016, PEM dapat melakukan uji tuntas dan akses data Wilayah Kerja B dan KKKS paling lama 180 hari sejak disampaikannya pernyataan minat dan kesanggupan. Namun, sampai saat ini dari pihak kami PEM maupun anak usaha PE NSB belum mendapatkan petunjuk teknis terkait permohonan kami untuk dapat melakukan uji tuntas dan akses data,&#8221; ujar Azman<\/p>\n<p>Azman berharap pelaksanaan FGD dapat memperjelas percepatan realisasi PI 10% WK B, agar manfaatnya bisa segera dirasakan masyarakat Aceh Utara.<\/p>\n<p>Diketahui, Kontrak Bagi Hasil WK B yang dimulai pada 1 September 1967 dikelola oleh Mobil Oil Indonesia yang bergabung dengan Exxon sebagai Operator pertama. WK B pernah mencapai puncak produksi hingga 3.400 MMSCFD, sehingga menjadi satu kontributor dalam sejarah kejayaan industri migas di Aceh.<\/p>\n<p>Masa pengelolaan Exxon Mobil Indonesia seharusnya berakhir pada 2018. Hanya saja, pada 2015, lewat kebijakan anorganik PT Pertamina Hulu Energi (PHE) mengakuisisi 100 persen Blok B dan North Sumatera Offshore.<\/p>\n<p>Selanjutnya, Pada 17 Mei 2022, PT PHE resmi mengalihkan pengelolaan kepada PT PGE yang menjadi peristiwa membanggakan masyarakat Aceh setelah 44 tahun wilayah kerja itu beroperasi.<\/p>\n<p>Asisten II Sekretaris Daerah Kabupaten Aceh Utara, Risawan Bentara mengungkapkan momentum bersejarah yang perlu dimanfaatkan daerah dalam mengelola potensi migas di Aceh.<\/p>\n<p>\u201cSebuah momentum bagi daerah Aceh Utara atas penantian puluhan tahun untuk turut serta mengelola blok migas diwilayahnya, terutama blok B, masih ada sisa untuk masyarakat khususnya Aceh Utara. Berkaca dari daerah penghasil migas lainnya, manfaat PI bisa di optimalkan, seperti di Jawa Barat untuk meningkatkan Pendapatan Asli Daerah (PAD), keterlibatan di bisnis migas lainnya, pelibatan SDM lokal, transfer knowledge, pemanfaatan produksi gas untuk mendukung ketahanan energi Aceh Utara, sehingga mempercepat pertumbuhan ekonomi dan pembangunan daerah,\u201d katanya pada kegiatan FGD.<\/p>\n<p>Senada dengan itu, Koordinator BUMD Migas Asosiasi Daerah Penghasil Migas dan Energi Terbarukan (ADPMET), Begin Troys menanggapi serius proses pengalihan PI 10% blok B yang hingga saat ini belum terealisasi.<\/p>\n<p>\u201cKetua Umum ADPMET, Ridwan Kamil (Gubernur Jawa Barat) meminta kami mendampingi proses percepatan pengalihan PI 10% bagi daerah penghasil, khususnya Aceh,\u201d ungkap Begin saat memandu sesi FGD, di Aceh.<\/p>\n<p>Begin yang juga merupakan Direktur Utama PT Migas Hulu Jabar (MUJ) mengungkapkan arahan Ridwan Kamil tersebut bertujuan agar daerah penghasil bisa merasakan langsung dampak positif pengelolaan PI bagi pembangunan di daerah.<\/p>\n<p>Sebelumnya, Gubernur Jawa Barat dan Gubernur Aceh melakukan penandatanganan kerja sama antara BUMD Migas kedua daerah, pada 26 Desember 2021.
